Nigerian-based scammers have attempted to pass themselves off as representatives of NZ’s Organised and Financial Crime Agency (OFCANZ).

The email scam has come to light just as Police and other agencies are supporting Fraud Awareness Week to help educate the public about how to protect themselves against scammers.

The scammers have targeted a woman who has already been the victim of a scam by pretending that they are OFCANZ investigators looking into her case.

Assistant Commissioner Malcolm Burgess, head of OFCANZ said the scammers asked the woman to pay more money to help with the investigation.

"Fortunately the victim was suspicious of the unofficial looking emails, bad grammar and broken English and reported it to Police."

"We don’t know of anyone else who has been targeted by this particular scam, but would encourage people to ignore any such email and report it to police."

It is particularly nasty, given that the intended victim in this case had already lost money through a scam perpetrated by the same people."

Mr Burgess said that it was timely reminder especially this week, which is Fraud Awareness Week, that people must be vigilant against scammers."

"They are not above trying to pass themselves off as law enforcement agencies. They will say anything if they think it will persuade someone to start handing over personal details and cash."

"However, people should know that no New Zealand law enforcement agency would ever contact people in this way and certainly would not ask for money to help with an investigation."

"The best course of action if you get such a request is not to respond to them at all. By responding you provide the scammer with your contact details. If you don’t respond they don’t know you exist and they can’t take your money."

"Many scams, like this one, originate from outside New Zealand and once money is sent overseas it’s virtually impossible to recover."

Mr Burgess said although Police were investigating the OFCANZ email, enquiries like this were always difficult because the offenders are operating outside New Zealand."

This is the third round of public consultations on ACTA, and New Zealand will be hosting Round 8 of the ACTA negotiations in Wellington from 12-16 April.

Digital enforcement measures will be one of the topics that will be discussed by delegations from Australia, Canada, the European Union, Japan, Korea, Mexico, Singapore, Switzerland, Morocco, and the US.

"Intellectual property rights infringement is changing in nature with the development of technology. Therefore, enforcement measures need to be constantly reviewed to ensure they remain effective.

"I encourage interested parties to provide submissions to help set a higher benchmark for the enforcement of intellectual property rights."

The Ministry of Economic Development’s discussion paper can be found at:

Submissions about digital enforcement can be sent to: trademarks@med.govt.nz.

The closing date for submissions is Wednesday 31 March 2010.

In the latest move, Vodafone is saying it will pay Telecom XT customers termination fees for them if they switch to the Vodafone network.

This comes a day after Telecom had issues with 111 calls not being connected in Auckland.

Paul Brislen, Vodafone spokesman, said the company would refund any Telecom customers penalised for switching mobile phone providers.

Under the deal to be announced this morning, angry Telecom customers can change to Vodafone and keep the same phone number – and be credited the amount they are charged for breaking their contract.

He also stated that Alcatel-Lucent had been ‘Put on notice’ however when asked what that meant the question was not really answered.

It appears that, while Alcatel-Lucent has been put on notice. No dead lines were given to Alcatel-Lucent in regards to a definite date in which the issues needed to be fixed. This would point to there not being any repercussions if a speedy solution to the network problems was not found.

Paul Reynolds did state that the resignation of CTO, Frank Mount was in direct response to the XT network failures. He was unable to comment, regarding the resignation of Alcatel-Lucent NZ CEO Steve Lowe or whether Steve resigned in response to the XT network issues.

Telecom stated that if customers wished to break their contracts with the company, it would be dealt with on a per customer basis.

Paul Reynolds stated that Telecom customers, were the ones to decide if the XT network and Telecom has had it’s last chance as far as the XT network was concerned.

No guarantees have been given that the network would not fail again. Reynolds denied that only having the two RNCs’ played a role in the network outages. When questioned as to Vodafone having six in NZ, Reynolds said the two were sufficient based on the number of customers. However he says the company has plans to have at least another four RNCs in place by the end of the year.
